You should check which process is listening on the port on which you want to have Odoo to be listening. Kill that process and rerun the command.

Using these instructions gets the first database up and running great. Then I create an additional DBuser, create the .conf file and the .service file using the new db user and a different port. The service starts up great, but when I go to the port it gives the “Internal Server Error

The server encountered an internal error and was unable to complete your request. Either the server is overloaded or there is an error in the application.”

I have been successful with this on prior versions of Odoo, any ideas on how to get this second port up and running?
